I've had good luck with cutting a branch off a rosebush and rooting it. 
I have tried it with and without rooting compound, but it makes no difference. I prefer doing it without.
I usually cut a few branches in early spring, and let them sit in water for months. I replace the water once a week to keep it fresh. 
About 50% of the cuttings will root, and the others will not. 

Roses are among my favs.

It is generally not possible for a rose plant to grow without using seeds. Roses, like most plants, reproduce by producing seeds containing the genetic information necessary to develop a new plant. The plant's flowers have seeds that contain the nutrients and instructions needed for germination and growth.

While it is possible to propagate roses, such as layering or rooting cuttings, these techniques still need some form of genetic material, like a piece of stem or root, to begin growth. A rose plant is unlikely to grow without seeds or other genetic material.
