Keep the strawberries indoors, in a well-lit room, and out of direct sunlight if possible. Strawberry seeds should germinate in two to three weeks.
 Make sure the ground is wet and well-lit. Warmth can help the seeds germinate, so the top of a refrigerator or a bottom heat pad can be good places for germination.

Another trick is to water with lukewarm water, I do that all the time. This is not just for strawberry seeds, but for any kind of seeds.
Seeds won't germinate until the soil reaches a certain temperature.
Even in the house, it's cold in early spring, so I make sure to water seeds with warm water.

And yet another trick, is to put the seeds in the fridge first on a wet paper towel for a couple of days. Then transfer them to soil.
